Cayman Forward Initiative Highlights from the Post-Summit Report

The Cayman Forward Initiative was recently launched to improve coordination between the land planning and environmental regulatory systems. While the report stops short of creating a final decision-making framework, it outlines key findings and practical reforms to support one. At its heart is a call for stronger collaboration, clearer governance, greater transparency, modernized systems, and an updated Development Plan to support a more efficient planning process while maintaining environmental protection and public confidence.

The report proposes a package of recommendations seeking to create a faster, more transparent, and more collaborative planning system while strengthening environmental safeguards.

Key recommendations include:

• Establish a Strategic Taskforce for Action, Reform and Transformation (START) to oversee implementation and improve coordination among the Office of the Premier, Department of Environment (DoE), Department of Planning (DoP), National Conservation Council (NCC), and Central Planning Authority (CPA).
• Update Development Plans for all three islands to replace the existing 1997 Development Plan and provide a clearer basis for future planning decisions.
• Delegate routine planning decisions to DoP Planning Officers to improve efficiency and reduce bottlenecks.
• Create a practical assessment tool to help planners determine when environmental review requirements are triggered.
• Improve transparency through publication of NCC, CPA, and Development Control Board meeting minutes, decisions, and voting records.
• Modernize technology systems to allow better information sharing between planning and environmental agencies and improve public access to planning data.
• Review staffing and resourcing levels across planning and environmental agencies to ensure they can meet growing demand.

The working group then developed a phased implementation plan, assigning clear responsibilities and timelines to each recommendation.

Key near-term actions include:

Within 30 days

• Establish the START taskforce.
• Introduce clearer NCC and CPA decision timelines.
• Publish meeting records and voting outcomes.
• Advance CPA delegation measures.
• Improve Cabinet capacity for handling appeals.

Within 30-90 days

• Increase transparency around planning and environmental decisions.
• Assess staffing levels in planning and environmental agencies.
• Expand early engagement with external experts.

Within 90-180 days

• Develop the environmental assessment screening tool.
• Review international best practices from comparable jurisdictions.
• Accelerate completion of the new Development Plan.

Beyond 180 days

• Pursue legislative reforms supporting delegation to planning officers.
• Implement modernized digital planning and environmental systems.
