Many in the Cayman planning and development community already know Colleen Stoetzel from her 14 years with the Department of Planning, where she built a strong foundation in development review and policy implementation. In 2020, she transitioned to DART, joining the Development & Planning team, where she has continued to expand her expertise while taking on new and evolving challenges within one of Cayman’s most dynamic mixed-use environments.
Originally from Minnesota, Colleen brings both a grounded perspective and a passion for community-building to her work. At DART, her primary focus has been on studying parking behaviors and planning for future parking needs within Camana Bay—work that is critical as the Town Centre continues to grow and evolve. Alongside this, she is deeply engaged in improving mobility by identifying opportunities to enhance the experience for cyclists and pedestrians, helping to create a more accessible and connected urban environment.
Her move to DART has allowed her to broaden her planning lens. In addition to parking and mobility, Colleen has contributed to a variety of initiatives including accessibility improvements, sustainability efforts, and innovative parking management strategies. Despite this expanded role, she remains closely connected to her roots—continuing to manage planning applications and collaborate with colleagues across the industry, maintaining the relationships she built over more than a decade in public service.
Outside of her professional life, Colleen is perhaps best known by another title: “Phoenix’s mom.” Her son has gained local recognition for his Cayman-centric interviews and coverage of cultural events on social media, with Colleen proudly supporting his creative pursuits behind the scenes.
Colleen joined CASE with a clear purpose—to strengthen connections within the development industry and promote greater collaboration. She believes that by working together, professionals across the sector can share knowledge, refine ideas, mentor the next generation, and contribute meaningfully to policy discussions with Government.
At the heart of her work is a passion for planning that prioritizes people. Colleen is especially committed to improving accessibility—whether through transportation or housing—and to ensure that the planning process reflects the voices of all members of the community, including those who are too often overlooked.
